Establish the controlling document set
Start with the purchaser’s issued package, amendments and permitted clarifications. Record filenames, issue dates and revisions. A useful matrix cannot be built from an obsolete specification while the commercial team works from a later amendment.

Cross-check the BOQ boundary
Review units before quantities. A price per set, per metre and per item can describe very different supply obligations. Then reconcile accessories, spares, testing, installation and training against the technical scope. Check whether an item is genuinely excluded or simply included in another package.
A desktop quantity review does not verify site dimensions. State when surveys or measurements are needed. Keep the quantity basis visible so the bidder can decide whether clarification is necessary before submission.
